{"id":23,"date":"2021-06-23T13:54:16","date_gmt":"2021-06-23T13:54:16","guid":{"rendered":"https:\/\/www.env.nm.gov\/air-quality\/?page_id=23"},"modified":"2026-09-18T10:53:44","modified_gmt":"2026-09-18T16:53:44","slug":"ei-submittal","status":"publish","type":"page","link":"https:\/\/www.env.nm.gov\/air-quality\/ei-submittal\/","title":{"rendered":"Emission Inventory Submittal"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">2026 Emission Inventory<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The New Mexico State Environment Department\u2019s Air Quality Bureau (the Bureau) is conducting air Emissions Inventory, excluding facilities in Bernalillo County and on Tribal Lands.&nbsp;This inventory applies to all major and non-major sources with air quality construction permits (20.2.72 NMAC or 20.2.74 NMAC) or operating permits (20.2.70 NMAC), including General Construction Permits (GCP) and sources with Notices of Intent (NOI) (20.2.73.200 NMAC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Actual annual emissions of pollutants in the year 2026 can be reported to the Bureau starting January 1, 2027, through April 1, 2027. Actual emissions are required to be submitted using the online reporting tool,&nbsp;<a href=\"https:\/\/sep.net.env.nm.gov\/sep\/application-list\" target=\"_blank\" rel=\"noreferrer noopener\">AEIR<\/a>, provided by the Bureau. The Emission Inventory information can be found in the&nbsp;<a href=\"https:\/\/service.web.env.nm.gov\/urls\/TpxgktPR\" target=\"_blank\" rel=\"noreferrer noopener\">2026 Emission Inventory Frequently Asked Questions (FAQ)<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Interactive Training<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">2026 Emissions Inventory Training Sessions schedule will begin February 2027. Sessions dates and links will be sent in Bulletins. <strong><a href=\"https:\/\/www.env.nm.gov\/air-quality\/air-quality-contacts\/\">Contact<\/a><\/strong> us with any questions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Instructions to Access&nbsp;AEIR&nbsp;<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/sep.net.env.nm.gov\/sep\/login-form\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>AEIR access portal<\/strong><\/a>\u202fis the website that connects users to&nbsp;the&nbsp;AEIR&nbsp;emission inventory program.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Instructions on accessing AEIR:&nbsp;<a href=\"https:\/\/www.env.nm.gov\/air-quality\/wp-content\/uploads\/sites\/2\/2023\/10\/Accessing-Air-Emissions-Inventory-Reporting-AEIR_10172023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>PDF<\/strong><\/a>&nbsp;or&nbsp;<a href=\"https:\/\/youtu.be\/rIO-YVf2lvE\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>video<\/strong><\/a>&nbsp;(3min 38sec)&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Greenhouse Gas Reporting Instructions for Emission Inventory<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In response to EPA&#8217;s proposed rollback of its Greenhouse Gas Reporting Program, known as GHGRP, under 40 CFR Part 98, the New Mexico Environment Department is redesigning its Air Emissions Inventory Reporting application (AEIR), to maintain state level greenhouse gas data continuity (per 20.2.73.300 B NMAC).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who&nbsp;is required to&nbsp;submit<\/strong>: Any entity&nbsp;required&nbsp;to&nbsp;submit&nbsp;criteria air pollutant emission inventory also must&nbsp;report a greenhouse gas emission inventory. Reporting will be collected at the organizational level. Reporters will follow 40 CFR Part 98, relevant subparts, 2024 version.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Emission Inventory Calculation Methods<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.env.nm.gov\/air-quality\/calcatenate\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Calcatenate<\/strong><\/a>&nbsp;is a&nbsp;MS Access program&nbsp;that&nbsp;calculates emissions of equipment.&nbsp;&nbsp;This program can import and export xml files to&nbsp;submit&nbsp;to AEIR.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Instructions to Complete Emission Inventory<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Emission inventory may be submitted to AEIR by manually entering information or by uploading a specially formatted XML file.<br><strong>NOTE: <\/strong>If using xml to submit emissions, there has been a schema change for 2025 submittals.
