(<a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2015-10-26\/pdf\/2015-26594.pdf\">80 FR 65291<\/a>) In 2016, NMED&nbsp;<a href=\"\/wp-content\/uploads\/sites\/2\/2017\/05\/2015OzoneDesignationRequest.pdf\">recommended<\/a>&nbsp;that EPA designate a portion of Do\u00f1a Ana County near Sunland Park, NM as nonattainment. Based on 2014-2016 ozone monitoring data, EPA designated the area as a marginal nonattainment area on April 30, 2018. (<a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2018-06-04\/pdf\/2018-11838.pdf\">83 FR 25776<\/a>) Planning is currently underway to submit to EPA the required State Implementation Plan (SIP) for marginal nonattainment areas and to bring this area back into attainment. Please subscribe to&nbsp;<a href=\"https:\/\/public.govdelivery.com\/accounts\/NMED\/subscriber\/new\">email and text alerts<\/a>&nbsp;to track progress on SIP development and receive other air quality announcements from the Department.&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">PM10 Nonattainment Area in Anthony<\/h3>\n\n\n\n<p>The State of NM submitted the Anthony PM10 SIP to the regional U.S. EPA headquarters in November 8, 1991.\u00a0The nonattainment area is bounded by Anthony Quadrangle, Anthony, New Mexico \u2013 Texas. SE\/4 La Mesa 15\u2032 Quadrangle, N32 00 \u2013 W106 30\/7.5, Township 26S, Range 3E, Sections 35 and 36 as limited by the New Mexico\/Texas State line on the south.\u00a0A maintenance plan has not been developed at this time.\u00a0The site is located in Do\u00f1a Ana County, which submitted a Natural Events Action Plan for PM10 exceedances to the U.S. EPA in December of 2000.\u00a0The U.S. EPA has not redesignated the State\u2019s PM10 nonattainment area at this time. The EPA has not indicated its plans to do so.\u00a0<a href=\"http:\/\/cloud.env.nm.gov\/resources\/collection\/3300\">Do\u00f1a Ana County Dust Plan Document Collection<\/a> provides the basis and conclusion for the Do\u00f1a Ana County dust plan and nonattainment plan.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\">SO<sub>2<\/sub>&nbsp;Maintenance Area in Grant County<\/h3>\n\n\n\n<p>This maintenance area is located at the Phelps Dodge Chino Copper Smelter in Grant County.&nbsp;The maintenance area is defined as a 3.5-mile radius region around the smelter.&nbsp;The maintenance area also includes high elevation areas within an 8-mile radius.&nbsp;The state submitted a State Implementation Plan (SIP) to the regional EPA headquarters in August 1978.&nbsp;The Bureau submitted a&nbsp;<a href=\"\/wp-content\/uploads\/sites\/2\/2017\/01\/Grant_County_redesignation_plan.pdf\">redesignation plan<\/a>&nbsp;to the EPA in February of 2003. The redesignation plan was approved by EPA in September 2003.&nbsp;The&nbsp;<a href=\"\/wp-content\/uploads\/sites\/2\/2017\/01\/Grant_County_SO2_Limited-Maintenance-Plan.pdf\">Grant County SO2 Limited Maintenance Plan<\/a>&nbsp;was submitted to EPA in November 2013 and was&nbsp;<a href=\"\/wp-content\/uploads\/sites\/2\/2017\/01\/Final_Approval_FR.pdf\">approved by EPA<\/a>&nbsp;on July 18, 2014.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>2015 8-hour Ozone Nonattainment Area in Sunland Park On October 1, 2015, the United States Environmental Protection Agency (EPA) revised the 8-hour ozone National Ambient Air Quality Standard, or NAAQS, from 0.075 parts per million (ppm) to 0.070 ppm.
