Register&nbsp;your organization&nbsp;as a participant in the Applications, Reporting, and Compliance System&nbsp;(ARCS)&nbsp;<\/strong><\/h3>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Fill out, sign, and notarize account registration form<\/li>\n\n\n\n<li>Upload&nbsp;form&nbsp;and enter details about your organization and account administrators<\/li>\n\n\n\n<li>Receive an invoice for a registration fee via email<\/li>\n\n\n\n<li>Pay the invoice<\/li>\n\n\n\n<li>NMED approves the registration<\/li>\n\n\n\n<li>Receive account details and login credentials via email<\/li>\n\n\n\n<li>Log in, accept terms of service<\/li>\n\n\n\n<li>Create other organization user accounts as needed<\/li>\n<\/ol>\n\n\n\n<p><a href=\"https:\/\/www.env.nm.gov\/clean-transportation-fuel-program\/wp-content\/uploads\/sites\/47\/2026\/03\/CTFP-ARCS-User-Registration-Guidance.pdf\">CTFP-ARCS User Registration Guidance<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. For providers of gaseous&nbsp;fuel&nbsp;and electricity as transportation&nbsp;fuel, register&nbsp;your&nbsp;Fuel Supply Equipment&nbsp;in&nbsp;ARCS&nbsp;<\/strong><\/h3>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Register your organization&nbsp;<\/li>\n\n\n\n<li>Log in to ARCS&nbsp;<\/li>\n\n\n\n<li>Choose FSE Bulk Upload or Add FSE (manual registration)&nbsp;<\/li>\n\n\n\n<li>Enter information; upload applicable templates and documents&nbsp;<\/li>\n\n\n\n<li>Submit&nbsp;<\/li>\n\n\n\n<li>NMED reviews the FSE registration&nbsp;<\/li>\n\n\n\n<li>Receive confirmation email&nbsp;<\/li>\n\n\n\n<li>Review registered FSEs in ARCS&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>This step allows ARCS to calculate credits and deficits for these parties, who are regulated at the point&nbsp;that&nbsp;their&nbsp;fuel&nbsp;is&nbsp;dispensed to a vehicle.\u202f&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.env.nm.gov\/clean-transportation-fuel-program\/wp-content\/uploads\/sites\/47\/2026\/03\/CTFP-ARCS-FSE-Registration-Guidance.pdf\">CTFP-ARCS FSE Registration Guidance<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Determine&nbsp;your&nbsp;carbon intensity (CI) score&nbsp;<\/strong><\/h3>\n\n\n\n<p>To fulfill reporting obligations and to generate credits and deficits, participants&nbsp;must use carbon intensities (CIs) approved by the program.&nbsp;NMED&nbsp;determines&nbsp;CIs&nbsp;depending on the fuel type and its pathway, or&nbsp;the&nbsp;emissions \u201cjourney\u201d that fuel takes,&nbsp;including feedstock, production, transportation, and use.\u202f&nbsp;<\/p>\n\n\n\n<p>Generally, a&nbsp;fuel&nbsp;importer, producer, or dispenser&nbsp;can obtain a CI in four ways:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Lookup table<\/strong>: CIs&nbsp;for unblended gasoline or diesel, fossil compressed or liquified natural gas,&nbsp;liquified&nbsp;petroleum&nbsp;gas&nbsp;(propane), and renewable electricity. <strong>See&nbsp;<a href=\"https:\/\/prod-rf-lambda.rtssaas.com\/PublicFiles\/d89c47bd0d70402dba89b03a22bda6d1\/2009aa19-c548-4aa0-9ad4-71b7e7507f12\/20.2.92.html#:~:text=D.%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%C2%A0%20Table%204%20%2D%20New%20Mexico%20Statewide%20Fuel%20Pathway%20Lookup%20Table\">Table 4<\/a><\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Temporary table<\/strong>: Temporary CIs for&nbsp;a&nbsp;participant to use while they&nbsp;apply for an alternative fuel pathway. NMED calculates,\u00a0approves, and\u00a0announces these CIs annually\u00a0by May 30.\u00a0<strong>NMED\u2019s Carbon intensity values for\u00a0utilities will be published here when finalized. <\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Renewable electricity<\/strong>:&nbsp;Electricity dispensed to EVs that is solely&nbsp;generated by solar, wind, hydropower,&nbsp;or geothermal&nbsp;power may use the&nbsp;CI&nbsp;listed in Table 4, which is&nbsp;zero.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Other off-grid electricity<\/strong>: Electricity&nbsp;dispensed&nbsp;to EVs that is&nbsp;not connected to a utility grid and is not from an approved renewable generation source may pursue a CI through an&nbsp;alternative fuel pathway application.&nbsp;<strong>Tier 1 and Tier 2 calculators will be published here when finalized.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Otherwise, CTFP allows electricity used in the production lifecycle of other fuel types to be accounted for in an application for an alternative fuel pathway. The accounting provisions&nbsp;permit&nbsp;the use of book-and-claim methods.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Keep records and&nbsp;submit&nbsp;required reports\u202f&nbsp;<\/strong><\/h3>\n\n\n\n<p>Program participants&nbsp;are required to&nbsp;report information&nbsp;to NMED&nbsp;through&nbsp;the&nbsp;Applications, Reporting,&nbsp;and Compliance System (ARCS). Typical submissions include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Quarterly reports:<\/strong>&nbsp;to report&nbsp;transaction types and unique information&nbsp;for various fuel&nbsp;types;&nbsp;<\/li>\n\n\n\n<li><strong>Annual&nbsp;\u201ccompliance period\u201d&nbsp;reports:<\/strong>&nbsp;to&nbsp;demonstrate&nbsp;the regulated party\u2019s&nbsp;balance of credits and deficits; and&nbsp;<\/li>\n\n\n\n<li><strong>Additional&nbsp;annual reports:<\/strong>&nbsp;to affirm&nbsp;claims related to unique actions such as claiming&nbsp;residential electric vehicle (EV) charging credits&nbsp;or&nbsp;demonstrating&nbsp;compliance&nbsp;with approved alternative fuel pathways.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>For more detailed reporting information, see <a href=\"https:\/\/www.env.nm.gov\/clean-transportation-fuel-program\/forexistingparticpants\/\">important dates<\/a>&nbsp;and <a href=\"https:\/\/www.env.nm.gov\/clean-transportation-fuel-program\/wp-content\/uploads\/sites\/47\/2026\/03\/CTFP-Participant-FAQ.pdf\">CTFP Participant FAQ<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>CTFP\u2019s first quarter is April 1 to June 30, 2026.&nbsp;\n<ul class=\"wp-block-list\">\n<li>Report this data&nbsp;from&nbsp;July 1 to&nbsp;August 15, 2026.&nbsp;<\/li>\n\n\n\n<li>Resolve&nbsp;submitted&nbsp;data discrepancies and make final corrections between August 16 and&nbsp;September 30, 2026.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>CTFP\u2019s first&nbsp;compliance period is seven quarters, from&nbsp;April 1, 2026,&nbsp;to&nbsp;December 31, 2027.&nbsp;\n<ul class=\"wp-block-list\">\n<li>Report this data from&nbsp;January&nbsp;1 to&nbsp;April&nbsp;30, 2028.&nbsp;<\/li>\n\n\n\n<li>Electric utilities and electric vehicle (EV) manufacturers claiming&nbsp;residential EV charging&nbsp;credits have delayed reporting requirements, due&nbsp;July 1, 2028.&nbsp;&nbsp;\n<ul class=\"wp-block-list\">\n<li>To satisfy duplicative reporting requirements, electric utilities may&nbsp;submit&nbsp;the&nbsp;Public Regulation Commission\u2019s&nbsp;required&nbsp;reports&nbsp;to NMED.&nbsp;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5.<\/strong> <strong>Pay program fees&nbsp;<\/strong><\/h3>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Fee type\u202f<\/strong>&nbsp;<\/td><td><strong>Who pays\u202f<\/strong>&nbsp;<\/td><td><strong>When\u202f<\/strong>&nbsp;<\/td><td><strong>Basis or Amount*\u202f<\/strong>&nbsp;<\/td><\/tr><tr><td><strong>One-time program registration fee\u202f<\/strong>&nbsp;<\/td><td>Any person who is&nbsp;required&nbsp;or wishes to opt into CTFP&nbsp;&nbsp;<\/td><td>Assessed as a part of the registration process; paid before the Department approves an ARCS account.&nbsp;<\/td><td>$3,000 for credit and deficit generators<br>$500 for all other registered parties\u202f&nbsp;<\/td><\/tr><tr><td><strong>Annual CTFP fee\u202f<\/strong>&nbsp;<\/td><td>All regulated parties\u202f&nbsp;<\/td><td>The announcement of the final CTFP budget will be on October 31, 2026, and then on July 1 each&nbsp;subsequent&nbsp;year. Fee invoices will be sent to participants within 30 days of the announcement.&nbsp;<br>Payment is due within 30 calendar days of the date of the department\u2019s invoice.&nbsp;&nbsp;<em>For example, the&nbsp;initial&nbsp;annual fee payment will be due no later than December 30, 2026.<\/em>&nbsp;<\/td><td>CTFP is a self-funded program and is not reliant on the legislature\u2019s general fund. Annual fees are paid by all CTFP participants. Each participant\u2019s share of the fees is prorated twice, based on the budget:&nbsp;&nbsp;<br>1. NMED&nbsp;determines&nbsp; the program&#8217;s total CTFP budget based on the activities involved in administering the CTFP.<br>2. The total budget is split so that deficit generators cover 95 percent of the cost and credit generators cover the remaining 5 percent.<br>3. Each participant\u2019s annual fee is prorated within the 95% and 5% categories, based on the number of credits or deficits generated.&nbsp;<\/td><\/tr><tr><td><strong>Application fees, including for:&nbsp;<\/strong>&nbsp;<br><strong>1. Alternative Fuel Pathway Applications&nbsp;<\/strong>&nbsp;<br><strong>2. EER Pathway Applications<\/strong>&nbsp;<br><strong>3. FSE Pathway Applications<\/strong><br><strong>4. Project Credit Applications<\/strong><\/td><td>Applicants\u202f&nbsp;<\/td><td>Invoiced to applicant by NMED at time of application; payment due within 30 days and no later than the time of NMED\u2019s approval of the application.&nbsp;<\/td><td>$5,500 for a Tier 1 alternative fuel pathway application, EER pathway application, and FSE pathway application<br>$15,000 for a Tier 2 alternative fuel pathway application.&nbsp;&nbsp;Project credit fees shall be calculated for each project and&nbsp;assessed on a full cost-recovery basis.&nbsp;&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><em>* All fees are subject to an annual inflation adjustment, per 20.2.92.502.G. NMAC. Additionally, if fees are not paid by the due date, they are subject to late fees and penalties, per 20.2.92.502.H. NMAC.<\/em>&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6.
