The New Mexico Environment Department Construction Programs Bureau oversees environmental infrastructure capital outlay projects appropriated by the State Legislature.<\/p>\n\n\n\n

The funding process for Capital Outlay projects is:<\/p>\n\n\n\n

  1. Capital Outlay bill passed by Legislature<\/li>\n\n\n\n
  2. Governor signs appropriation into law<\/li>\n\n\n\n
  3. Communities reviewed to ensure Executive Order 2013-006 requirements are met<\/li>\n\n\n\n
  4. Communities certify they are ready to proceed with projects<\/li>\n\n\n\n
  5. Bonds are sold for appropriations<\/li>\n\n\n\n
  6. NMED sends grant agreements to communities<\/li>\n\n\n\n
  7. Grant agreements returned to NMED for execution<\/li>\n\n\n\n
  8. NMED project managers work closely with communities to ensure project success<\/li>\n\n\n\n
  9. Communities send NMED executed project contracts to encumber funding<\/li>\n\n\n\n
  10. Communities submit disbursement requests to pay project contractors<\/li>\n\n\n\n
  11. Projects are complete<\/li>\n<\/ol>\n\n\n\n
