{"id":26,"date":"2021-06-29T16:06:48","date_gmt":"2021-06-29T16:06:48","guid":{"rendered":"https:\/\/www.env.nm.gov\/petroleum_storage_tank\/tank-system-testing-and-reporting-requirements\/"},"modified":"2026-02-18T15:42:30","modified_gmt":"2026-02-18T22:42:30","slug":"tank-system-testing-and-reporting-requirements","status":"publish","type":"page","link":"https:\/\/www.env.nm.gov\/petroleum_storage_tank\/tank-system-testing-and-reporting-requirements\/","title":{"rendered":"Preventing and Addressing Leaks and Spills (What Every Tank Owner\/Operator\/Tester\/Installer Should Know)"},"content":{"rendered":"\n<div style=\"height:26px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p><\/p>\n\n\n\n<p>The Petroleum Storage Tank Bureau, through state and federal law, requires owners and operators of above- and below-ground petroleum storage tanks to take steps to prevent releases of petroleum to the environment through: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Registration of tanks<\/li>\n\n\n\n<li>Operator training<\/li>\n\n\n\n<li>Certification of tank installers and junior installers<\/li>\n\n\n\n<li>Design, construction, and installation requirements<\/li>\n\n\n\n<li>Operating requirements<\/li>\n\n\n\n<li>Release detection<\/li>\n\n\n\n<li>Requirements for temporary and permanent tank closure<\/li>\n\n\n\n<li>Financial responsibility<\/li>\n\n\n\n<li>Responding to and cleaning up releases<\/li>\n<\/ul>\n\n\n\n<p>The regulations governing owners and operators of petroleum storage tanks are located in 20.5.101 \u2013 20.5.125 of the <a href=\"https:\/\/www.srca.nm.gov\/chapter-5-petroleum-storage-tanks\/\">New Mexico Administrative Code<\/a>. <\/p>\n\n\n<div class='nmenv_accordion'><div class='nmenv_accordion_item level_0'><div class='nmenv_accordion_item_title'><i class='fas fa-chevron-right' aria-hidden='true'><\/i><h3 class=\"wp-block-heading\">Tank Registration<\/h3><\/div><div class='nmenv_accordion_item_body'>\n\n\n\n<p>Owners and operators must register tanks with PSTB and notify PSTB whenever ownership changes by following the instructions and filling out forms below:<\/p>\n\n\n\n<p><a href=\"\/wp-content\/uploads\/sites\/20\/2019\/10\/2013426PSTBRegistrationForm.pdf\">Petroleum Storage Tank Registration Form<\/a><br><a href=\"\/wp-content\/uploads\/sites\/20\/2019\/10\/PSTBRegFormInstructions4232010.pdf\">Petroleum Storage Tank Registration Instructions<\/a><br><a href=\"https:\/\/cloud.env.nm.gov\/waste\/?r=9753&amp;k=2fac73a24f\">Change in Ownership Form<\/a><\/p>\n\n\n\n<\/div><\/div><div class='nmenv_accordion_item level_0'><div class='nmenv_accordion_item_title'><i class='fas fa-chevron-right' aria-hidden='true'><\/i><h3 class=\"wp-block-heading\">Complying with Requirements for Tank Systems and Testers<\/h3><\/div><div class='nmenv_accordion_item_body'>\n\n\n\n<p>Owners and operators must have equipment checked to ensure it is working as intended to prevent releases of petroleum to the environment.<\/p>\n\n\n\n<p>Owners and operators must also demonstrate that individuals who test spill and overfill prevention equipment, containment sumps, interstitial and sump sensors, automatic line leak detectors, cathodic protection systems, and who conduct precision tank and line tightness testing on any above ground or underground storage tank systems in New Mexico have the necessary training, testing equipment manufacturer\u2019s certifications, and experience to perform that work.<\/p>\n\n\n\n<p>Testers may submit this information using <a href=\"https:\/\/cloud.env.nm.gov\/waste\/?r=11689&amp;k=6f62bbf124\">this form<\/a> to the Petroleum Storage Tank Bureau prior to conducting any testing, or owners and operators must ensure qualifications are submitted for each test conducted.\u00a0Whether or not a tester is on this list, it is the owner\u2019s and operator\u2019s responsibility to ensure that testers they use have the necessary training, testing equipment manufacturers\u2019 certifications, and experience\u00a0to perform the tests they are performing, and that they meet any calibration and maintenance requirements of the testing equipment manufacturer. The Bureau maintains a <a href=\"https:\/\/service.web.env.nm.gov\/urls\/AUYOImVZ\">list of testers and their qualifications (2\/18\/26)<\/a>.<\/p>\n\n\n\n<p><strong>Owners, operators, and testers, send test reports to: <\/strong><a href=\"mailto:PSTB.Compliance@env.nm.gov\">PSTB.Compliance@env.nm.gov<\/a><strong> with a copy to your PSTB inspector <\/strong>(Find your inspector <a href=\"https:\/\/cloud.env.nm.gov\/waste\/pages\/view.php?ref=10632&amp;k=fa934e9692\">here<\/a>.)<\/p>\n\n\n\n<p>New storage tank system testing and reporting requirements went into effect on July 24, 2018. A qualified tester was required to perform the first test of your spill and overfill prevention equipment and interstitial monitoring containment sumps <strong>by July 24, 2021. <\/strong>Many types of testing must be done every year. Some must be done every three years.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/cloud.env.nm.gov\/waste\/pages\/view.php?ref=17072&amp;k=d14b0e1b30\">This table<\/a> should help you comply with the testing and reporting regulations.<\/strong> <\/p>\n\n\n\n<p>Los nuevos requisitos de pruebas e informes del sistema de tanques de almacenamiento entraron en vigor el 24 de julio de 2018. Those certified as Junior Installers may&nbsp;install, replace, repair, or modify spill prevention equipment and overfill prevention equipment. .
