Effective January 1, 2017, the owners and operators of all registered Collection Centers in New Mexico are no longer required to submit any completed Solid Waste Annual Report forms to the New Mexico Environment Department - Solid Waste Bureau on or before February 14 of each year as specified in the Solid Waste Rules NMAC. Collection center operators must continue to maintain operating records of the amounts and types of waste accepted at the site in accordance with and (2) NMAC and/or at another location (government, administration, or business office). The letter below is being mailed to all registered collection centers. It serves as a waiver that suspends any registration approval condition requiring the submittal of annual reports as long as the letter is kept in the operating record along with the registration application and correspondence for each approved collection center as long as the facility is in operation.


The New Mexico Environment Department will hold a public hearing to consider the matter of the application by Northwest New Mexico Regional Solid Waste Authority for renewal and modification of the McKinley County Transfer Station permit.  The Applicant is seeking to renew the existing solid waste facility permit and obtain a permit modification for addition of land to the existing solid waste facility.

The hearing will begin at 5:30 p.m. on Thursday, February 2, 2017 at the McKinley County Commission Chambers, 207 West Hill Avenue, Gallup, NM.  Public comment will be taken starting at 5:30 p.m. on February 2 and as additionally determined by the Hearing Officer.  The hearing may continue on the following day(s) as determined by the Hearing Officer.  In lieu of verbal public comments, written statements may be submitted for the record at, or prior to, the hearing.

Scrap Tire, Illegal Dumping, and Recycling Grant Applications Now Being Accepted

Recycling and Illegal Dumping Fund grant applications for scrap tire management, illegal dumping abatement, and recycling projects are currently being accepted. Municipalities, counties, solid waste authorities, cooperative associations (as defined in the RAID Act), land grant communities, pueblos, tribes, and nations are eligible for funds totaling $800,000. Two-thirds of the fund is available for scrap tire projects, and one-third is available for other projects. Ineligible entities are encouraged to partner with eligible entities, and no matching funds or in-kind contributions are required. 

Applications are due no later than 5:00 PM on Friday, January 13th, 2017. Grants will be awarded on a competitive basis for the state fiscal year starting on July 1, 2017 and ending on June 30, 2018. Although projects must be completed within this time period, multi-year projects designed with phases corresponding to these fiscal year grant cycles will receive special consideration.
