Now Accepting RAID Grant Applications

The New Mexico Environment Department is now accepting applications for a Recycling and Illegal Dumping Act grants for scrap tire abatement and recycling programs, illegal dumping abatement, and recycling of other solid wastes until 5:00 pm on Friday, April 1, 2016. Applications may be located at:

Funds totaling $1,000,000 are available to municipalities, counties, tribal governments, land grant communities, cooperative associations, and solid waste authorities. Two-thirds of this fund is available for scrap tire projects, and one-third is available for illegal dumping abatement and recycling projects. Ineligible entities are encouraged to partner with eligible entities.

Applicants must be able to complete their projects by June 30, 2017. Multi-year projects may be completed in phases. Matching funds and in-kind contributions are not required but are encouraged. For more information or to discuss project ideas, contact Neal Denton at (505) 827-2653 or

Now Accepting Solid Waste Facility Grant Applications

Solid Waste Facility Grant (SWFG) funding assistance is available on a competitive basis to qualified municipalities and counties. The purpose of the SWFG is protect the health and welfare of the environment, groundwater, and current and future residents of New Mexico; and to promote environmentally sound methods for solid waste facility construction and improvements, appropriate landfill closures, ground water monitoring program implementation, and management and collection of solid waste.

The total pool of funding available for this grant opportunity is $100,000.  NMED, Solid Waste Bureau expects that in most cases a single grant award would not exceed $35,000, unless exceptional need is demonstrated and the applicant clearly shows how funding of a project will be protective of public health and the environment.

NOTICE OF PUBLIC HEARING for Artesia Transfer Station Permit

The New Mexico Environment Department will hold a public hearing to consider the matter of the application by the City of Artesia for renewal of the Artesia Transfer Station permit.  The applicant is seeking to renew the existing solid waste facility permit for operation of the transfer station.  The permit application was initially submitted to the Department on June 19, 2015.

Time: 5:30 p.m.

Location: Artesia Center, 612 North 8th Street, Artesia, NM. 

Public comment will be taken starting at 5:30 p.m. on March 3 and as additionally determined by the Hearing Officer.  The hearing may continue on subsequent days as determined by the Hearing Officer.  In lieu of verbal public comments, written statements may be submitted for the record at, or prior to, the hearing.

Winter Storm Cull Livestock and Carcass Disposal   Options - January 5, 2016

As a result of the December 26-27, 2015 winter storm, coordination of movement of injured/cull cattle to slaughter and movement of carcasses for disposal to landfill or rendering from impacted areas of the state is of importance over the next few weeks.

Solid Waste Facility Annual Reports - Due Feb.15, 2016

All Solid  Waste Facilities must complete an Annual Report and submit the report to the Bureau no later than Monday, February 15, 2015.  (Since February 14, 2015 lands on a Sunday, the deadline is extended to the next business day.)

Scrap Tire Annual Reports - Due March 1, 2016

Any person having a tire recycling facility permit, civil engineering application permit or scrap tire hauler registration shall submit an annual report to the Solid Waste Bureau within 60 days after the end of each calendar year describing the operations of the past year.
