2016 Solid Waste Facility Annual Report Forms

Due February 14, 2017 

NOTE: All landfill, transfer stations, recycling facilities and compost facilities must complete an Annual Report and submit the report to the Bureau no later than Tuesday, February 14, 2017. 

You may complete an electronic version of the Annual Report Forms and submit them by e-mail to: swb.inbox@state.nm.us

EPA Standard Volume-to-Weight Conversion Factors: This is a 7-page comprehensive list of materials with corresponding volumes and weights compiled by EPA.

E-mail Submission of Solid Waste Facility Annual Report Forms:

  1. Click on the 2016 Annual Report Forms hyperlink above.
  2. Complete the appropriate portions of the spreadsheet. 
  3. When you have completed the forms, go to "File" and select "Save As" and rename the document with your name and the facility you represent. 
  4. Compose a new e-mail, attach the completed spreadsheet, and send it to: swb.inbox@state.nm.us (You can click on the e-mail address hyperlink to the left to open a new e-mail).

Scrap Tire Annual Report Forms

Due March 1, 2017

NOTE: Scrap Tire Annual Report must be completed and submitted to the Bureau no later than Wednesday, March 1, 2017.

Recycling and Diversion Rates

Recycling and Diversion Rates are calculated from the weight of materials reported on the Annual Report by regulated solid waste facilities only.

Recycling Rate

The recycling rate is calculated by dividing all in-state generated recycled materials, by all in-state generated MSW totals.  Included in the MSW stream is the normal household waste and commercial waste, glass, lead-acid batteries, white goods, paper, plastics, textiles, tires, wood, yard trimmings, and other waste.  MSW does not include out-of-state waste, C & D, clean fill, industrial waste, infectious waste, and other special waste.

Diversion Rate

The diversion rate in New Mexico includes all materials recycled plus materials beneficially used.  The diversion rate is calculated by dividing all in-state generated recycled and beneficially used material, by all in-state generated MSW, C & D,  clean fill, and divertible special waste (Sludge, PCS, etc.) totals.
