2017 Solid Waste

Annual Reports

WHO:    All permitted landfills, permitted transfer stations, permitted processing facilities, registered recycling facilities, and registered compost facilities are required to submit a report. Please note: Registered collection centers are not required to submit an annual report.

WHAT: The annual report includes information on solid waste and compostable and recyclable materials accepted during 2017. In addition, landfills are required to submit an updated financial assurance estimate, environmental monitoring summary, and remaining capacity worksheet. Large recycling or composting facilities (accepting more than 25 tons per day total, or more than 5 tons per day of material that would otherwise become special waste (such as offal or sludge)) are also required to submit an updated financial assurance estimate.

HOW: The forms may be submitted electronically to swb.inbox@state.nm.us or mailed to:

Financial assurance documents may be included with the other annual report forms or submitted to auralie.ashley-marx@state.nm.us or mailed to the above address, Attn: Auralie Ashley-Marx. Please do not submit the financial assurance documents to NMED Cabinet Secretary Tongate.

WHEN: The reports must be received by Wednesday, February 14, 2018. Failure to submit an annual report by the due date may result in a Notice of Violation.

Scrap Tire Annual Report Forms

Recycling and Diversion Rates

Recycling and Diversion Rates are calculated from the weight of materials reported on the Annual Report by regulated solid waste facilities only.

Recycling Rate

The recycling rate is calculated by dividing all in-state generated recycled materials, by all in-state generated MSW totals.  Included in the MSW stream is the normal household waste and commercial waste, glass, lead-acid batteries, white goods, paper, plastics, textiles, tires, wood, yard trimmings, and other waste.  MSW does not include out-of-state waste, C & D, clean fill, industrial waste, infectious waste, and other special waste.

Diversion Rate

The diversion rate in New Mexico includes all materials recycled plus materials beneficially used.  The diversion rate is calculated by dividing all in-state generated recycled and beneficially used material, by all in-state generated MSW, C & D,  clean fill, and divertible special waste (Sludge, PCS, etc.) totals.
