Solid Waste Facility Grants Available

$100,000 Available for Management of Solid Waste

The New Mexico Environment Department (NMED) Solid Waste Bureau is now accepting applications for 2017-2018 Solid Waste Facility Grants.  Awards will be issued for applications that demonstrate that a project will result in environmentally sound methods for solid waste facility management and significant improvement of protection of the environment and public health.  Funds totaling $100,000 are available to municipalities, counties, cooperative associations, and solid waste authorities. Joint applications will be allowed when two or more eligible municipalities and/or counties have a joint powers agreement, have established a solid waste authority, or if the entities are located within reasonable proximity of each other and propose to address a common solid waste problem.

Grants will be awarded on a competitive basis for the fiscal year 2018 ending on June 30, 2018. A grant award should not exceed $35,000 unless exceptional need is demonstrated and the applicant clearly shows how funding of a project will be protective of public health and the environment. There are many solid waste facilities that need funding assistance, and as many qualified applicants as possible should receive funding. No single applicant will receive the bulk of the available grant budget.

Awards will be considered for the priorities listed in the application instructions. Examples include:

  • Installation of additional up or down-gradient groundwater monitoring wells at landfills
  • Collection Center/ Transfer Station improvements (ramps, fencing, signage, worker sheds, safety railing, concrete pads or pavement for bins, etc.)
  • Weather stations that include a weather data logger
  • Site surveys
  • Purchase of equipment – roll-offs, methane monitors
  • Preparation of final closure documentation and engineering certifications by an engineer
  • Installation of stall fencing and other litter control mechanisms to prevent litter from leaving sites
  • Purchase of woodchips, mixed stone and gravel, compost or other material to complete test strips to determine best method and rate of application to protect intermediate and final cover at landfills/or installation of riprap materials to prevent wind and water erosion
  • Preparation of design plans or specification for reuse of old landfills for recreation (nature trails, picnic areas or other light recreational purposes.
  • Other solid waste items as specified


The highest priority is funding projects with the greatest need and limited ability to fund the proposed activity by other sources. Well prepared and complete applications that include creative, cost-effective solutions with at least 50% match funding will result in higher scores. 

Grant applications can be found on the NMED Solid Waste Bureau website at  All applications must be typed, include responses for all of the specified items, and be submitted on the forms developed by the NMED Solid Waste Bureau. Applications may be submitted by mail, email, fax or hand delivered to the NMED, Solid Waste Bureau office. All applications are due no later than 5:00 PM on Wednesday, October 18, 2017.

The New Mexico Environment Department will hold a public hearing to consider the matter of the application by Sandoval County for a new solid waste facility permit for the proposed Sandoval County Solid Waste Regional Center.  The permit application was initially submitted to the Department on December 29, 2016.

The hearing will begin at 5:30 p.m. on Thursday, October 26, 2017 in the Sandoval County Commission Chambers, 1500 Idalia Rd., Building D, Bernalillo, New Mexico.  Public comment will be taken starting at 5:30 p.m. on October 26 and as additionally determined by the Hearing Officer.  The hearing may continue on additional days as determined by the Hearing Officer.  In lieu of verbal public comments, written statements may be submitted for the record at, or prior to, the hearing.
