For the 2014 Integrated Report, Los Alamos National Security, LLC (LANS) prepared and submitted a Category 4b Demonstration, following the third party guidelines available in Appendix H of the 2014 Assessment Protocols. The 4b Demonstration explains the regulatory controls, currently in place and planned, that are stringent enough to attain applicable Water Quality Standards within a reasonable time period, thus providing an alternative to development of a Total Maximum Daily Load (TMDL).

The Assessment Unit (AU) addressed in this 4b Demonstration is Sandia Canyon within Los Alamos National Laboratory property between National Pollutant Discharge Elimination System (NPDES) permitted outfall 001 and Sigma Canyon (AU ID NM-9000.A_047). This reach receives perennial flows generated primarily from an industrial outfall (NPDES Outfall 001). The impairment addressed by this 4b Demonstration is dissolved copper.

This is the first official IR Category 4b Demonstration proposed for inclusion in New Mexico’s Integrated List. LANS, Department of Energy (DOE), and SWQB staff met several times to discuss, review, and propose revisions to preliminary drafts of the document. USEPA Region 6 also provided preliminary review and comment.  The final IR Category 4b document, and required progress reports, are available above.   All documents related to the drafting of the demonstration, including EPA's reviews, are available in the DRAFT VERSIONS / RELATED DOCUMENTS box.
