The CWA §303(d)/305(b) Integrated Report (IR) is designed to satisfy the statutory requirements of Section (§) 303(d) and the reporting requirements of §§ 305(b) and 314 of the federal Water Pollution Control Act (33 U.S.C. 1251) commonly known as the Clean Water Act (CWA).  It is also designed to serve as a source of basic information on water quality and water pollution control programs in New Mexico.  Accordingly, the intended audience includes but is not limited to the general public, stakeholders, interest groups, consultants, state legislators, governmental agencies at all levels, as well as universities and other educational entities.

The Integrated List (Appendix A of the IR) identifies whether or not a particular surface water of the state is currently meeting its designated uses as detailed in the Standards for Interstate and Intrastate Surface Waters (20.6.4 NMAC) through application of the State's Assessment Protocols.  "Category 5" waters on the Integrated List speciffically constitute the CWA §303(d) List of Impaired Waters. 

The 45-day public comment period on the draft Integrated List was February 3, 2016, and end March 18, 2016, at 5:00 p.m. During this period, the public provided written comments for consideration and inclusion in the public record.   Following the close of the public comment period, the SWQB prepared the final draft Integrated List as amended and the Response to Comments (Appendix C). The IR was presented to the New Mexico Water Quality Control Commission (WQCC) for review and approval on May 10, 2016. They voted to approve the IR pending a few minor text and graphic format revisions.  The revised IR was presented and adopted by the WQCC on June 14, 2016.  The EPA approved the 2016-2018 Integrated Report on September 23, 2016.
