The Cimarron Watershed Alliance (CWA) was formed in 2001 to provide local input on water quality issues in the Cimarron Watershed in northeastern New Mexico. The CWA developed a watershed-based plan (WBP) to address the root causes of impairment that affect designated uses of water  within the watershed.  This version of the WBP expands upon an earlier Watershed Restoration Action Strategy (WRAS), and incorporates field data and results from past and current projects that have become available since the original WRAS was prepared. Public involvement was active throughout the development of this WBP, and the CWA guided and reviewed all phases of the planning effort.

This plan includes nine elements of a sound watershed plan identified in EPA guidance. It examines the current condition of the Cimarron watershed and its perennial and intermittent stream reaches, identifies specific causes and sources of compromised condition (impairment), and recommends efforts that can help restore healthy conditions considering the existing ecological and social circumstances. The ultimate goal of the WBP and its implementation is to remove the Cimarron River and its tributaries from the list of impaired waters through improved land management and restoration efforts.
