The Middle Rio Grande watershed is located in central New Mexico. The Surface Water Quality Bureau (SWQB) held a pre-survey public meeting in Albuquerque and conducted a surface water quality survey of the Middle Rio Grande watershed in 2005. Sampling stations were established along the streams in the watershed to evaluate the impact of tributary streams and to work toward establishing background conditions.

As a result of assessing data generated during this monitoring effort, SWQB staff documented impairments of the New Mexico water quality standards (WQS) for dissolved aluminum on Rio Grande (San Marcial at USGS Gage to Rio Puerco) and E.coli on Rio Grande (San Marcial at USGS Gage to Rio Puerco), Rio Grande (Rio Puerco to Isleta Pueblo boundary), Rio Grande (Isleta Pueblo boundary to Alameda Street Bride), and Rio Grande (non-Pueblo Alameda Street Bridge to Angostura Diversion). This TMDL document addresses the above noted impairments as summarized in the table below and in the Executive Summary. The data used to develop this TMDL were collected during the 2005 survey and additional collections by SWQB and other agencies from 2000-2007.

A TMDL is a planning document that establishes specific goals to meet water quality standards in waterbodies where pollutant limits are exceeded. It includes current pollution loadings, reduction estimates for pollutants, information on probable sources of pollution, and suggestions to restore or protect the health of the waterbody.

A 45-day comment period on the initial draft of this document opened September 16, 2009 and closed October 28, 2009. A public meeting was held on Tuesday, September 29, 2009 to summarize the information and to provide a forum for interested parties to ask questions and provide comments. Formal comments for inclusion in the public record were submitted to SWQB staff, and have been responded to and included as an additional appendix to the Final Draft which was approved by the Water Quality Control Commission (WQCC) on April 13, 2010.  The WQCC-Approved TMDL was final-approved by the US EPA Region 6 Offices in Dallas, Texas without remarks on June 30, 2010.
