The New Mexico Environment Department’s Environmental Health Bureau (NMED) is responsible for permitting hemp warehouses, extraction facilities, and manufacturing facilities throughout New Mexico. A permit is required for people engaging in these activities in New Mexico.

NMED is also responsible for creating requirements for hemp product transportation and hemp finished product labeling.

Beginning August 1, 2019, NMED enacted emergency rules to allow for the transportation, warehousing, extraction, and manufacturing of hemp and hemp-derived products. Enacting emergency rules allow hemp processing to begin as quickly as possible in New Mexico.
