Reporting & compliance with ARCS

ARCS stands for Applications, Reporting, and Compliance System. It is the data management system (DMS), or online software New Mexico Environment Department uses to administer the Clean Transportation Fuel Program. 

Use ARCS to: 

  • Register your organization and users  
  • Register fuel supply equipment (FSE), where applicable  
  • Submit fuel transaction reports  
  • Track credits and deficits  
  • Manage credit transfers and compliance  
  • Receive and resolve program invoices and fees 

Within ARCS, a separate module, the Alternative Fuel Portal, allows some users to manage Alternative Fuel Pathways.  

Designated administrators for alternative fuel production companies or facilities (biodiesel, ethanol, renewable diesel, biomethane, hydrogen) may access the AFP. Alternative fuel pathways approved via AFP can be used for reporting and credit calculations in ARCS. 

Use AFP to: 

  • Apply for an Alternative Fuel Pathway 
  • Register production facilities and fuel pathway codes  
  • Utilize the Fuel Pathway Evaluation Process
