Capital Outlay Special Appropriation Program (SAP)
The Construction Programs Bureau (CPB) provides oversight for water, wastewater and other environmental infrastructure projects funded through the Capital Outlay Special Appropriations Program (SAP).
These projects are authorized by the New Mexico Legislature during a legislative session and then are signed into law by the Governor. The funding comes from the sale of Severance Tax Bonds (STB).
Since 1973 the New Mexico Environment Department has managed over $415 million in Capital Outlay Special Appropriation projects for the construction of community water supplies, wastewater facilities and other environmentally related projects.

Type of Funds
The Special Appropriations project monies are funded by the sale of Severance Tax Bonds (STB).
Who is Eligible
Municipalities, counties, special districts, Indian Tribes and Pueblos and Mutual Domestic Water Consumer’s Associations.
As of December 30, 2017, the Construction Programs Bureau was preforming administration and technical oversight of 154 Capital Outlay Special Appropriations projects with a total outstanding balance of $25,055,283. CPB successfully closed 67 projects valued at $1,307,021 from January 1, 2017 through December 31, 2017.
Annually when authorized by the New Mexico Legislature and signed into law by the Governor. Eligible communities must apply through their legislative representative.
