Emerging Contaminants in Small of Disadvantage Communities Program (ECP) Interest Form

The purpose of this work is to conduct drinking water sampling under the Emerging Contaminant Program (“ECP”) funded by the Environmental Protection Agency (EPA) Emerging Contaminants in Small or Disadvantaged Communities grant, and in accordance with NMED’s PFAS sampling strategy. Through this effort, NMED-ECP will investigate the presence of PFAS and other emerging contaminants in finished drinking water and source water and support small or disadvantaged communities in meeting initial monitoring requirements for those contaminants by April 26, 2027, as established by SDWA (40 CFR 141.902(b)(1)). ECP will share compliance monitoring results with participating PWSs to be included in the 2027 Consumer Confidence Reports.

To complete the drinking water sampling, PWSs that choose to participate agree to work collaboratively with ECP to identify and ensure access to sampling locations. In addition, they agree to work with ECP to ensure timely data collection as per EPA guidance.

If you are a small or disadvantaged community public water system and would like help with testing for PFAS or other emerging contaminants, please submit the following information to the New Mexico Environment Department (“NMED”).

Only regulated community public water systems serving less than 10,000 population or disadvantaged may qualify for this program.

Participation in this program does not establish a commitment or obligation of specific funds by the parties and does not include the reimbursement of expenses by ECP or NMED. Performance of any testing shall be subject to availability of funds and personnel.

NMED shall have the right to utilize all data obtained from drinking water sampling performed as part of the program.

Currently, ECP services are not intended for private domestic well owners.
