The New Mexico Environment Department Construction Programs Bureau oversees environmental infrastructure capital outlay projects appropriated by the State Legislature.

The funding process for Capital Outlay projects is:

  1. Capital Outlay bill passed by Legislature
  2. Governor signs appropriation into law
  3. Communities reviewed to ensure Executive Order 2013-006 requirements are met
  4. Communities certify they are ready to proceed with projects
  5. Bonds are sold for appropriations
  6. NMED sends grant agreements to communities
  7. Grant agreements returned to NMED for execution
  8. NMED project managers work closely with communities to ensure project success
  9. Communities send NMED executed project contracts to encumber funding
  10. Communities submit disbursement requests to pay project contractors
  11. Projects are complete
