Welcome to New Mexico’s Radioactive Material (RAM) Reciprocity Program, designed to simplify regulatory compliance for out-of-state licensees working with radioactive materials at temporary job sites in our state. Whether you’re servicing oil and gas operations or conducting specialized work, our program ensures you meet safety standards while seamlessly operating within New Mexico.


What Is RAM Reciprocity? 🤝

The Reciprocity Program, outlined in Section 20.3.3.324 NMAC of the New Mexico Radiation Protection Regulations, allows companies with a valid radioactive material license from an Agreement State or from the US NRC to operate in New Mexico for up to 180 days in a calendar year.

Key details:

  • Valid for non-federal and non-Tribal lands in New Mexico.  Areas of exclusive Federal jurisdiction do not qualify.
  • Reciprocity is granted annually and expires on December 31st or when activities reach 180 days in New Mexico, including materials storage.
  • Notification Required: Licensees must notify the Bureau three (3) days in advance of using radioactive material in the state.

What You’ll Need to Operate in New Mexico 📋

Our letter of recognition will outline special conditions to keep you compliant. Here’s what must accompany you on-site:

  • A copy of your Reciprocal Recognition Letter.
  • Relevant sections of the New Mexico Radiation Protection Regulations (20.3 NMAC).
  • Your valid Agreement State of US NRC radioactive materials license.
  • Supporting documents such as:
    • Source inventory and leak test records.
    • Instrument calibration and personnel training records.
    • Personnel dosimetry and latest dose records.
    • U.S. Department of Transportation (DOT) documentation.

If you’re applying for reciprocity to service Oil & Gas Operations involving Naturally Occurring Radioactive Material (NORM), be sure to review the updated Reciprocity Addendum (06/09/2023).
