Aggregate Handling Facilities

General Construction Permit for Crushers, Screens, & Aggregate Handling

Announcement! On January 27, 2015, the Department revised the GCP-2 Multi-Form to request supporting documentation of the emissions data reported in the application for engines and generators.  The supporting documentation should be provided to you by the manufacturer of the engine or generator and used to report the emissions data in Table VII of the Multi-Form.  The supporting documentation should be reported for initial registrations and equipment substitutions.  If manufacturers data is not available, you may submit emissions data using EPA’s AP-42 emission factors.  A link to this chapter is provided:

Providing this documentation will allow the Department to more accurately report the emissions from these facilities and will help operators meet the emission limits established in the permit.  Effective immediately, Department staff will calculate emissions based on this submitted emissions data to ensure the calculated emissions are less than the allowable limits in the permit.  If Department staff determines that a unit may cause a facility to emit in excess of a permit limit, staff will follow up with the operator requesting modifications to the application to ensure compliance and with options on how to preceed with the project.
