The General Construction Permit for oil and gas production, transmission, and processing facilities is available to minor source oil and gas facilities with or without controls. Please review the entire permit to determine whether your facility will qualify for this permit option or needs to be under a regular construction permit, which is applied for through the Universal Application Form.

All GCP-Oil and Gas applications must be submitted electronically through the AQB ePermitting Portal as of January 2023.

GCP-O&G Registration Form Sections 1 and 3-10 This form is used for both hard copy and electronic submittals. Follow the instructions in the registration form and enter information in the AQB ePermitting Portal for electronic submittals. The public notice template and Compliance History Disclosure form are included. The form includes a change log that indicates the earliest version of the form still accepted.
GCP-O&G Registration Form Section 2 This form is only for hard copy submittals. The tables in Section 2 are a Microsoft Excel file and Sections 1 and 3-10 are in Microsoft Word. Instructions on how to submit can be found under the Submittal Requirements in the registration form. The form includes a change log that indicates the earliest version of the form still accepted.
Compliance History Disclosure FormIn order for the Department to deem an air permit application administratively complete, or issue an air permit for those permits without an administrative completeness determination process, the applicant must complete this Compliance History Disclosure Form as specified in Subsection 74-2-7(P). An existing permit holder (permit issued prior to June 18, 2021) shall provide this Compliance History Disclosure Form to the Department upon request.
AECT (Air Emissions Calculation Tool) The Air Emissions Calculation Tool (AECT) is a tool to calculate the emission rates of most equipment found at permitted facilities. Requires full version of Adobe Acrobat (not available on mobile devices). The AECT is required for the GCP-Oil and Gas applications.
GCP-O&G Stack CalculatorThis tool is required for electronic submittals through the Portal. Tool to determine if a set of engines and stack parameters will qualify for GCP Oil and Gas. Requires Microsoft Access. Extract zipped file before using.
