2024 Emission Inventory

The New Mexico State Environment Department’s Air Quality Bureau (the Bureau) is conducting air Emissions Inventory, excluding facilities in Bernalillo County and on Tribal Lands. This inventory applies to all major and non-major sources with air quality construction permits (20.2.72 NMAC or 20.2.74 NMAC) or operating permits (20.2.70 NMAC), including General Construction Permits (GCP) and sources with Notices of Intent (NOI) (20.2.73.200 NMAC) that meet the requirements in 20.2.73.300.C NMAC listed below.

  • Any source which emits, or has the potential to emit, 5 tons per year or more of lead or lead compounds, or 100 tons per year or more of PM10, PM2.5, sulfur oxides, nitrogen oxides, carbon monoxide, or volatile organic compounds shall submit an emissions report annually.
  • Any source defined as a major source of hazardous air pollutants under 20.2.70 NMAC (Operating Permits) shall submit an emissions report annually.

Actual annual emissions of pollutants in the year 2024 can be reported to the Bureau starting January 1 of 2025 and are due by April 1 of 2025. Actual emissions are required to be submitted using the online reporting tool, AEIR, provided by the Bureau. 2024 Emissions Inventory Training Session will be conducted on March 19, 2025 from 1:00 PM to 2:00 PM Mountain Standard Time as a Microsoft Teams meeting.

Emission Inventory Submittal and Calculation Methods

Emission inventory may be submitted by entering information directly into AEIR or by uploading a specially formatted XML file. An MS Access program that imports and exports this type of file and also calculates emissions of equipment is available at /air-quality/calcatenate/.
